*An EMR is the measurement used by L&I to determine the amount of industrial insurance premium a company must pay to the Department. The rating reflects a company's safety record. The Department initially assigns all companies an EMR of 1.00 and after three years, the rating may increase or decrease based on the number of workplace injuries and claims.
New companies are assigned an EMR of 1.00 until they have been in business long enough (usually between two and three years) for L&I to evaluate their safety performance and adjust their EMR accordingly.
